In early 2024, the Workers' Party of Korea announced the "20×10 Regional Development Policy", which envisages large-scale construction of light industry enterprises, medical and cultural facilities. The article is the first attempt to consider the new course as a turn from traditional sectoral planning to a comprehensive model of territorial development in the context of "Juche-style socialism". The author identifies the prerequisites, goals and methods for implementing the 20×10 Policy, assesses the first results and prospects for achieving the declared goals. The study is based on the analysis of North Korean publications, official reports and speeches of the DPRK leaders. A comparative approach and content analysis methods are used. The article concludes that the state directs material and labor resources to raising the standard of living in the regions in order to at least partially smooth out the huge disproportions between the center and the periphery that pose a challenge to the long term development of the country.
