States and non-state actors in the structure of socio-economic relations between Russia and North Korea

Abstract (English):
The article provides a comparative analysis of the models of public administration of socio-economic relations between Russia and North Korea in their development from the early 1990s to the early 2020s. The article traces the differences in the impact of state border policies on large companies operating at the official level of transborder relations and small actors concentrated at their informal level. It concludes that the North Korean model of managing transborder relations between the two countries, based on close cooperation between the state, state-owned companies and shadow businesses, is more effective.
