Ulan-Ude, Russian Federation
In most Russian cities, they switched to a system of indirect elections of mayors. An important question for the study is how and under what conditions this transition was carried out and how likely it is to return to the system of direct elections of the mayor. Along with the election of the mayor of the capital district, the analysis of their parliamentary component is relevant. In particular, we were interested in the question of how manageable they became after the transition to a mixed system and the return to the practice of elections by the majoritarian system and / or the reduction of the proportional part.
