On the example of socio-political discussions, including questions on Sakhalin shelf projects, the introduction of foreign experience in the field of attracting foreign investment is considered. The novelty of the article lies in the analysis of the positions of certain groups of the political elite in the discussion of the liberal Law, which managed to form their circle of experts from among scientists, as well as in establishing the role of the latter in political discussions. An in-depth analysis of the appeal of the discussion participants to the experience of implementing the PSA on Sakhalin is given.
