The Fisheries Sector of the Special Self-Governing Province of Gangwon: Regional Constraints and International Interactions

Abstract (English):
This article attempts to identify the factors constraining the development of the fisheries sector in Gangwon Special Self-Governing Province and to assess the prospects for its transformation into a sustainable, export-oriented model under climatic, resource-related, and institutional constraints. It is established that the region has lost its status as a major producer and is now largely dependent on imports, particularly from Russia. Key directions for sustainable development include the expansion of salmon aquaculture, modernization of processing capacities and logistics infrastructure, and institutional adaptation to climate-related challenges.
